Board Members Present:

  1. The meeting was called to order at 7:12 p.m
  2. The Pledge of Allegiance was lead by Luanna Allard.
  3. Guest Speaker: Cecelia Alatorre
    Ms Alatorre thanked us for participating in the Winter Wonderland activities. It was reported the there have been Rave Parties on Yellowstone. There will be a Census Meeting on Wednesday, January 20 at 4 p.m.in the Councilmember Huizar’s office. There have been funds allocated for a passive park on the “S” curve at Alhambra Aveand Concord. The property is owned by Cal Trans. AscotParkis once again going out to bid because the City didn’t move fast enough to use the allocated money by the timeline. City hall and the Councilmember’s Office staff will set up meetings regarding the Park. Cecilia will ask the City Legal Staff member to come to our next meeting. Recreation and Parks needs to clean up the Phase II area of AscotPark. We don’t want the park to turn into a trash heap. Neighborhood Watch signs will be available at the end of the month. We need to rip down all old signs that are put up on utility poles. We told her the Paramedic truck is being taken out of service at the end of the month and we might lose an engine. Our concern is that we have fire prone hills, how safe are we? The community needs to be told what is happening. There is an Outside Vendor’s Abatement Program to stop food vendors parking on the streets.
  4. Approval of Minutes: It was m/s/p that the December 6, 2009minutes were approved as amended by adding the following board members: Marie Valdivia, Mariana Valdivia, and Robert Valdivia.
  5. President's Message: Luanna Allard
    Are there any stakeholders who wish to become Board Members? It was m/s/p that Manny Gallegos be appointed as a new Board Member. It was m/s/p that Diana Garcia be appointed as a new Board Member.
  6. Vice President's Report: Raymond Rios
    The Vice President wished to thank the Board for having a pro-active year. He also felt that we need to be more visional in our area. Discussion began regarding the “brownouts” in the city fire departments. The community needs to be told what is happening. We need to be pro-active on this issue and perhaps picket Station 16 showing our support to keep the Paramedic truck in-house. We also need to have TV media on board. Ray will see if we need a special events permit. Lupe Vasques and Ruth Rios will distributing flyers regarding this issue. Mariana Valdivia will do a media Kit. We will invite Councilmember Huizar to our demonstration.
  7. Secretary's Report: Raelene Allard
    Please sign the attendance sheet and review the information on the 2010 Board Member list. Please make changes as needed.
  8. Treasurer's Report: Leonard Mayagoitia
    There has been no change in our funds at this time.
  9. Standing Committees Chair Elections
    Finance and Fund Raiser:
    Ruth Rios was reappointed to this position.
    Membership: Edith Reyna
    Robert Valdivia will chair this committee and will work on a blurb for our Web Site.
    Village Voice: Raelene Allard
    Raelene Allard was reappointed to chair this committee.
    Special Projects: Charles Madrid
    Charles Madrid has been reappointed to chair this committee.
    Legislative: Luanna Allard
    Luanna Allard was reappointed to chair this committee. She reported that a new school will be opening at the Ambassador Hotel site named after Robert F. Kennedy. Make sure that you don’t give out any personal information i.e., social surety numbers, bank number etc. to any census takers and make sure that you check their identification badge
    Information Media: Roberto Valdivia
    Roberto Valdivia was reappointed to this committee. The President wishes to thank Robert for his excellent work in putting our Web Site on line.
  10. General Reports and Election on Representatives PAC (Public Advisory Committee) Adelante Eastside Redevelopment Project: Raelene Allard
    Raelene Allard was reappointed to be our representative at this meeting.

    Hollenbeck CPAB (Community Police Advisory Board): Raelene Allard
    Raelene Allard was reappointed to be our representative at this meeting.

    LA 90032 Neighborhood Council: Mike Roseberry
    Mike Roseberry was reappointed to be our representative for this organization.

    Neighborhood Watch: Leonard Mayagoitia
    Leonard Mayagoitia was reappointed to this committee.
    Minutes of January 14, 2010 Neighborhood Watch Meeting. It was reported that George Takahashis’ son was arrested for attempted murder in regards to the shooting on Del Paso last year. Abner Streetis finally starting to clean up. There have been rave parties on Yellowstoneand Vineburn and the residents were warned not to have the parties. There is one tentatively schedule for this Saturday (l-16-10). If any one sees a D.J. unloading his equipment, you need to call the Watch Commander (323) 342-3424100. Vice won’t be able to patrol. The owner of the half-way home on Yellowstonealso owns the blue apartments on Valley Blvd. He has also made these into half-way homes. We would like to see if Councilmember Huizar can propose a law regarding half-way homes by setting a limit on occupancy. The City is doing a citywide clean up and expect owners to clean up their properties. If they don’t, the City will come in and clean the property and charge the owners for the work. If payment isn’t received the City can put a lien on their home. A child got jumped at Wilsonlast week. The new principal at Wilsonis Ursula Roselin. We wanted to know law regarding people who work out of their homes. It was suggested that we write a letter to Building and Safety and have them inspect the home.     Luanna Allard will be our liaison for this item.

    Ascot Hills Committee: Mike Roseberry
    Mike Roseberry will be our liaison to this committee.

    CHARO Property: Gabrielle Jennings
    Gabrielle Jennings will continue to be our liaison regarding this subject.

    Meeting Signs: Ray Rios
    Raymond Rios will continue to work on this subject.
  12. New Business
    CPR and First Aid Classes: In order to help keep our neighborhood safe we think it would be a good idea if we hold CPR and First Aid classes for our community. Luanna Allard will check with Mario Guerra, a former Board Member, who is certified to teach these classes.

    Master Calendar: Mariana Valdivia suggested that a Master Calendar be set up for the year. This will help in keeping our Web Site up-to-date and also we would be able to include the schools in some of our events.

    HVPOA Shirts: Other groups have designated shirts when doing activities i.e., clean up days etc. Perhaps HVPOA should take advantage of advertising HVPOA when we do community related functions.
  13. Anouncments
    Manny’s Car Wash is having their Grand Opening on January 23. The car wash in located at 4635 Valley Blvd.

    Zone Enforcement. We need to include this item on next months agenda.
  14. Announcement of Next Meeting Date and Adjournment: Luanna Allard
    The meeting was adjourned at 9:09 p.m. Our next meeting will be on March 11, 2010at 7 p.m.at Absolute Towing.

Every second Saturday of the month at El Sereno Park. Look for the large bin in the parking lot. A group of us will be there at 8 please join us. Bring your trucks and gloves, we will try to go around and pick up trash around our community.
