UPDATE
March 9, 2010
Thanks to residents of Hillside Village, El Sereno and other parts of the City who spoke today and last night at the meeting about shutting down ambulances. Councilmembers have delayed a decision. This doesn't mean that the issue is completely taken care of. We will still have to monitor the situation. We ...continue to be successful, but let's see this through to protect fs 16 and other ambulances. Thanks again for those who spoke.

ATTENTION STAKEHOLDERS

Dear Stakeholder:

The Hillside Village Property Owners Association is a nonprofit organization consisting of volunteer membership among residents, property owners, and merchants that promote the highest integrity for our community.

At our general meeting on January 14, 2010 we voted in favor of organizing a protest against reduced service (brownouts) at Fire Station No. 16.

Some might say that due to the City's financial crisis that unilateral cuts are fair, but our community will receive reduced service that will result in an unfair impact on our community. We vote and pay taxes and we require that our fire service be protected.

Fire stations like ours with existing limited resources carry a larger burden to provide fire service than those fire stations that have more than one engine. Our firefighters know our complicated hillside topography and navigate our confusing and winding roads using the quickest route to help our neighbors in times of need. Also, Fire Engine No. 16 is the first responder to emergencies at a major university, high school, middle school and two elementary schools with a student population totaling at least 26,500 students. Brownouts require staff rotations that relocate firefighters into fire stations and areas like ours with distinctive needs that they are not familiar with, which will result in inefficiencies that will compromise lives.

THE DIRTY DETAILS

The LAFD has been closing fire companies and ambulances on a daily basis since August 6th, 2009 due to budget constraints imposed by the Mayor and City Council.

The closures have been at the rate of 28 companies per day, for a total of 87 fewer emergency responders on duty each day.

The Fire Chief recently signaled his intent to spread these closures on a wider basis, in a way that will impact the residents of Hillside Village, University Hills, and South El Sereno to a greater degree.

Beginning on 2/3, Paramedic Assessment Engine 16 will be closed for three days in a row. That cycle will repeat as well 27 days later, meaning the engine will be closed 3 days out of every 30 for as long as the policy continues.

Unlike the ambulance, Engine 16 will be replaced at the station on the days it is closed. Non-paramedic Engine 47 (from the Monterey Hills neighborhood) will "move-up" to Fire Station 16 on the days in question.


The impact of this move-up is the following:
A downgrading of paramedic services: E-47 firefighters are great guys, but they don't have the training or the authority to intervene as paramedics in certain life-threatening emergencies.
-- and --
Firefighters who are less familiar with the district serving the residents of Hillside Village, University Hills and South El Sereno: The guys from 47's won't know how to get there to emergencies without the delay of reading maps, they won't know the best access for large apartment houses, businesses and other buildings, they won't know where the hydrants are from memory, they won't know what the particular hazards are in the district, and they won't know the "regular customers" and how best to handle their particular problems.

I have a chronic repiratory condition which is better controlled now. I have used Fire Engine 16 for life threatening events in 2010. I probably would not be here today if it wasn\'t for the quick response time. I have documentation of these events. My father who is also a resident in the village had no pulse and beacause of rapid response of Engine 16 he has a pacemaker today at 83yrs old. Shall I go on?
